Measures for the Administration of Quarantine Treatment of Wood Packaging for Exit Goods

Article 1 These Measures are formulated in accordance with the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations and with reference to the International Standard for Phytosanitary Measures No. 15 Guidelines for the Administration of Wood Packaging Materials in International Trade (hereinafter referred to as International Standard No. 15) in order to standardize the quarantine supervision and administration of wood packaging and ensure that the wood packaging used for exit goods meets the quarantine requirements of the importing country or region.

Article 2 The term "wooden packaging" as mentioned in these Measures refers to the wooden materials used for carrying, packaging, bedding, supporting and reinforcing goods, such as wooden crates, wooden crates, wooden pallets, wooden frames, wooden barrels, wooden shafts, wooden wedges, bedding, sleepers, lining wood, etc.

Except for wood materials for packaging (such as plywood, fiberboard, etc.) which have been artificially synthesized or deeply processed by heating, pressing, etc.Except for veneer cores, sawdust, wood wool, wood shavings, etc. and wood materials with a thickness equal to or less than 6 mm.

Article 3 The General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China (hereinafter referred to as AQSIQ) shall uniformly administer the quarantine supervision and administration of wood packaging of exit goods throughout the country.The entry-exit inspection and quarantine institutions set up by AQSIQ in various places (hereinafter referred to as inspection and quarantine institutions) shall be responsible for the quarantine supervision and administration of wood packaging of exit goods within their jurisdiction.

Article 4 Wood packaging of exit goods shall be treated according to the quarantine and pesticide treatment methods specified in Annex 1 of these Measures, and special marks shall be added according to the requirements of Annex 2.

Article 5 An enterprise that applies pesticide treatment and applies labels to wood packaging (hereinafter referred to as label application enterprise) shall apply to the inspection and quarantine institution where it is located for the qualification of applying pesticide treatment labels and provide the following materials:

(1) Assessment Form for Application for Marking of Pesticide Treatment on Wood Packaging of Exit Goods (Annex 3);

(2) Copies of industrial and commercial business license and approval certificates of relevant departments;

(3) Plant floor plan, including raw material warehouse (yard), production workshop, pesticide treatment site and finished product warehouse floor plan;

(4) Information on heat treatment or fumigation treatment facilities and relevant technical and managerial personnel;

(5) Documents of epidemic prevention and quality control system for wood packaging production;

(6) Other materials required by the inspection and quarantine organ.

Article 6 The inspection and quarantine institution directly under the AQSIQ shall assess the heat treatment or fumigation facilities, personnel and relevant quality management system of the enterprises applying labels, issue qualification certificates for applying labels for pesticide treatment (Annex 5) to those meeting the requirements (Annex 4), publish the list of enterprises applying labels, and report to AQSIQ for filing at the same time. The validity period of qualification for applying labels shall be three years; If the requirements are not met, the qualification certificate will not be issued, and the applicant enterprise will be informed in writing together with the reasons for not issuing it (Annex 6).No pesticide treatment mark shall be applied without obtaining the qualification certificate.

Article 7 In case of any of the following circumstances, an enterprise applying marks shall re-apply to the inspection and quarantine institution for the qualification of applying marks.

(1) Reconstruction and expansion of heat treatment or fumigation treatment facilities;

(2) Reconstruction and expansion of finished wood packaging warehouses;

(3) relocation of enterprises;

(4) Other significant changes.

If no re-application is made, the inspection and quarantine organ shall suspend or cancel the qualification for applying the mark.

Article 8 An enterprise applying labels shall declare the plan for pesticide treatment of wood packaging to the inspection and quarantine organ at the place where it is located before the pesticide treatment, and the inspection and quarantine organ shall supervise and administer the pesticide treatment process and the application of labels.

Article 9 After the pesticide treatment is completed, the enterprise applying the label shall issue a treatment result report (see Annex 7 and Annex 8).If the inspection and quarantine organ determines that the pesticide treatment is qualified, the enterprise shall apply marks according to regulations.

WPM that has been reused, reprocessed or repaired should be re-validated and re-labelled to ensure that all components of the WPM have been treated.

Article 10 The enterprises applying labels shall store the wooden packages with labels separately, take necessary epidemic prevention measures to prevent the re-infection of harmful organisms, establish records of sales and use of wooden packages, and write them off according to the requirements of the inspection and quarantine institutions.

 Article 11 The enterprises using wood packaging that have not obtained the qualification of applying marks may purchase wood packaging from the enterprises applying marks published by the inspection and quarantine institution, and require the enterprises applying marks to provide certificates of qualified pesticide treatment for wood packaging of exit goods (Annex 9).

The inspection and quarantine organ shall carry out random inspection and quarantine on the wooden packaging used for exit goods.

Article 12 The inspection and quarantine institution shall exercise daily supervision and inspection over the enterprises with labels.

Article 13 In case of any of the following circumstances, the inspection and quarantine organ shall order the enterprise to rectify, and suspend the qualification for applying the label during the rectification period.

(1) The heat treatment/fumigation facilities and testing equipment fail to meet the requirements;

 (2) The pesticide treatment fails to meet the specified technical indicators such as temperature, dose and time. 

 (3) The management of qualified wood packaging finished products after pesticide treatment is not standardized, and there is a risk of re-infection by harmful organisms; 

 (4) The application of wood packaging labels does not meet the requirements of specifications; 

 (5) unclear information on wood packaging pesticide treatment and sales; 

 (6) The relevant quality management system is not operating normally and the quality records are not sound; 

 (7) failing to declare to the inspection and quarantine organ in accordance with relevant provisions; 

 (8) Other factors affecting the quarantine quality of wood packaging. 

 Article 14 In case of any of the following circumstances due to the reasons of the enterprise applying the mark, the inspection and quarantine organ shall suspend or even cancel the qualification for applying the mark, and shall publish it. 

 (1) being disinfected, destroyed or returned abroad for reasons specified in Article 13; 

 (2) without effective pesticide treatment and labelling; 

 (3) falsification such as reselling or misappropriating marks; 

 (4) Serious safety and quality accidents occur; 

 (5) other serious impact on the quality of wood packaging quarantine. 

 Article 15 Whoever forges, alters or misappropriates the marks shall be punished in accordance with the relevant provisions of the Law of the People's Republic of China on Entry and Exit Animal and Plant Quarantine and its implementing regulations. 

 Article 16 If the importing country or region has other special quarantine requirements for wood packaging, the provisions of the importing country or region shall be followed. 

 Article 17 The AQSIQ shall be responsible for the interpretation of these Measures. 

 Article 18 These Measures shall be implemented as of March 1, 2005. 

 Annex 1 ：

 Method for treating wood packaging of outbound cargos 

 1、 Heat treatment （HT）

 1. It must be ensured that the wood core temperature reaches at least 56 ° C for more than 30 minutes. 

 2. Kiln drying (KD), chemical pressure impregnation (CPI) or other treatment methods can be considered heat treatment as long as they meet the heat treatment requirements.  For example, chemical pressure impregnation can achieve the technical requirements of heat treatment by steam, hot water or dry heat. 

 2、 Methyl bromide fumigation （MB）

1． Under normal pressure, treat according to the following standards 

2． The minimum fumigation temperature should not be lower than 10℃, and the minimum fumigation time should not be less than 16 hours. 

 3、 International standards for phytosanitary measures or other pest treatment methods recognized by the importing country/region.

3、 The marking shall be black and applied by spray painting or electrocautery to prominent positions on two opposite sides of each wooden package to ensure its permanence and legibility. 

4、 The mark is rectangular and has three specifications: 3×5.5cm, 5× 9cm and 10× 20cm. The enterprise applying the mark can choose one according to the size of the wood package. The special wood package can be determined by referring to the proportion of the mark pattern with the approval of the inspection and quarantine institution.

 Requirements for assessment of enterprises applying pesticide treatment marks on wood packaging of outbound goods 

1、 heat treatment facility 

1． The heat treatment warehouse shall have good thermal insulation and sealing performance, and shall be equipped with heating, humidity regulation and forced circulation equipment. If non-moist heat device is used to provide heat source, humidification equipment shall be installed. 

2． Equipped with wood center temperature detector or high temperature resistance psychrometric temperature detector, and with automatic printing, can not be manually modified or real-time data transmission function. 

3． The location and construction of heating devices shall meet the requirements of environmental protection, labor, fire protection, technical supervision and other departments. 

4． There is a certain area of cement ground turnover site outside the heat treatment warehouse. 

5． Equipment operation can meet Annex 1 heat treatment technical index requirements. 

2、 Fumigation conditions and facilities 

1． It shall have a fumigation team that has passed the examination of the inspection and quarantine institution or a fumigation team that has passed the examination of the inspection and quarantine institution entrusted by the contract. 

2． Fumigation storage shall comply with 《 Rules of operation for fumigation of simple fumigation storehouse for plant quarantine 》（SN/T1143－2002， see Annex ） It is equipped with heating facilities at low temperature and is equipped with relevant fumigation gas detection equipment. 

3． Have corresponding cement hardened ground turnover site. 

4． Adequate fire fighting facilities and safety equipment are provided. 

3、 Factory environment and layout 

1． The roads and sites in the plant area shall be level and hardened, and the heat treatment warehouse, fumigation warehouse, finished product warehouse and their surroundings shall be cement floors.  There are no weeds, ponding, bark and other leftovers in the plant area for centralized storage and treatment. 

2． Heat treatment warehouse, fumigation warehouse and finished product warehouse are effectively isolated from raw material storage place, processing workshop, office and living area.  The finished product warehouse shall be equipped with necessary epidemic prevention facilities to prevent re-infection by harmful organisms. 

3． Equip with corresponding pesticide equipment, regularly carry out pest control and epidemic prevention and keep records. 

4、 Organizational structure and personnel management 

1． Establish an epidemic prevention management team with clear responsibilities, composed of responsible persons of enterprises, responsible persons of relevant departments and technical personnel of pesticide treatment.  Members of the epidemic prevention team shall be familiar with relevant inspection and quarantine laws and regulations. 

2． The qualified assistant managers shall be assigned to master the quarantine requirements of wood packaging and the acceptance standards of pesticide treatment effect, and assist the inspection and quarantine institutions to do a good job in supervision.  The coordinator shall be a member of the epidemic prevention management team. 

3． The main management and operation personnel shall be trained by the inspection and quarantine institution and pass the examination.  Pesticide treatment techniques and operators should master the operating procedures of pesticide treatment. 

1． Clarify the production quality policy and objectives, and incorporate the quality of pesticide treatment into the quality management objectives. 

2． Make quality control requirements for raw material procurement, establish raw material procurement account, indicate source, material type, quantity, etc. 

3． To formulate the operation flow and quality control requirements of wood packaging quarantine and pesticide treatment, conduct self-inspection and pesticide treatment effect inspection, and make records. 

4． Formulate requirements for label application management and epidemic prevention management of finished product warehouse, and make good records of incoming, outgoing and sales to ensure effective traceability of product flow direction. 

5． Formulate environmental epidemic prevention control requirements, regularly handle leftovers, environmental epidemic prevention and keep records. 

6． Establish procedures for handling and reporting anomalies.
